Georgia does not require a residential or general contractor licence to perform concrete work. Concrete is recognised as its own limited service specialty category, and a specialty contractor performing work within that specialty is exempt under O.C.G.A. 43-41-17. The exemption has a boundary worth knowing: other work incidental to the concrete work may not exceed the greater of $10,000 or 25 percent of the contract value. So licence status is not the useful question to ask here. Insurance and who files the Whitfield County permit are.
